I'm assuming you are referring to the Complete Resources. In that case, most of it is copied from other video games through the use of what is known as an "emulator," a device that allows you to play and manipulate what are known as the "ROMs" of video games, on your PC.

Click on Charset on the main page, then click on the things you want on your character and they'll be added.
