Battlecharset commands problem

First off, im using Rpg Maker 2003. So, I downloaded a battlecharset and put the animations and they seem to work correctly. The only problem is that when its suppose to do an action the only command that appears is row and i cant seem to put other commands no matter how many times i try. I need someone to tell me how to fix this problem. Thanks!

you need to open the data base and go to the battle layout tab and then select the default battle commands that you would like to use like fight or magic.  I hope this helps good luck making your game.
