Templates yes, tutorials - I bet you could find them. I find some parts of the RPGM2k3 chipsets a bit confusing, such as the water tiles working together to create the actual body of water.
Here's the template I've been using ever since the dawn of time I believe. downloaded it some time back and then changed it.
It's colour coded (or whatever)
The blue/grey area in the upper left is water. first two rows are water with edges, the two below that is some more edges, then the 3x4 area is water, and dark water.
The yellow/brown area and the orange/ yellow area is what is normally a whirlpool, a waterfall and a fireplace. in other words - they are animated. Each of the three are animations of 4 frames.
The green/black and blue/black areas filling out the rest is terrain. The upper row (looking a bit brighter) is wierd stuff. So the tile to the left is what it looks like if placed on its own. The one of the right is what it looks like in a corner or something, and the middle one. I usually just leave it blank. Still no clue what it is.
The 3x3 area below the top row is what the terrain looks like. The middle one is the "static" and the 8 around it are edges. These are tiles that kinda change structure when placed in bulk. instead of just being static pictures.
Which brings us to the red/grey area The first 6 represents the top part of the lower layer and the next 6 represents the bottom part of the lower layer. I wrote "page 1 and page" to remember it. So the stuff following "page 2 " will appear below page 1 in the maker.
These are all static tiles, they don't adapt or anything. Just place them and they are all squary. If you use the transparent colour on these ones - It will appear as black in the maker unless you have a panorama. Also note the tile labelled " panorama" keep that one transparent if you ever want to add a panorama.
Next up is the purple/pink area. This is the upper layer. You can probably see where page 1 ends and page 2 begins. Same thing as the lower layer. Keep in mind the tile in the upper left of that area where I put "transparent", keep it transparent or your maps will be a mess. This is the standar tile used for maps. So if you put a flower there - every new map you create with this chipset will be covered with this flower in every tile. So don't.
it's pretty straight forward. They are all static, transparent background means that you will see the lower layer below it when placed in the maker.
And that's about it. My suggestion is that you look at the RTP chipsets to see how they work. Water is tricky, once again.

Oh, I should probably mention that the all the stuff on the far left side (grey/blue, green/black and the blue/black) appear as a single tile in the makers tileset window.
So for example, the animated brown/yellow things will appear in the tileset as the top frame, but in the maker it will be animated. same with the water. And the green/black blue/black will appear as the "static tile" that's in the upper row on the left.

So I started making my chipset, but I came across a problem. The transparent tile is messing up on me. I save the file as a png and that tile as
transparent, but it gives me a white overlay in my chipset. Any ideas on how to fix that?

Is the tile white before you made it transparent? And did you import the file into the maker and choose that colour as transparent or did you just save the colour as transparent with whatever program you were using to make it and then transfer the file through folders into your game?

I fixed it now. I imported it and selected what was transparent. Thanks anyways.
