Rpg Maker Vx Ace Tile A4

Does anyone here know how to make your own Tileset A4? I'm having more trouble than it's worth with it. I understand that one tile is for display, the one by it is a tile put together of corners or something. I'm really having trouble understanding how it all fits together.
