How do I make resources and upload it?

Well, I've seen some people come here and upload things, IN THE FORUMS, and I saw some bad resources, like resources with a GREEN background, or resources saved as BMP (luckily I never seen resources saved as JPEG, or else I got a heart attack). Please read the documentation first before starting with resource making.
