So, I followed this tutorial for a "Time" Common Event, but it isn't working even after I placed it on the map. What am I doing wrong?

What do you mean by placing it on the map? Do you mean its not working once you start playing and the common event isn't starting or its just doing nothing?

Since it's a common event it should be in the database and not on a specific map. If you simply copied that tutorial you'll have to wait for like 4 hours before actually seeing a change.
Just make sure that the common event is a parallel process so that it can run regardless of what you're doing or where you are.
