Because the military actually had control over Japan at the time and he was serving as Prime Minister, Hideki Tojo would fit the role of "that Japanese guy" rather than Emperor Hirohoto who was just a figurehead with little power at the time.

Also, there are little white dots in the last frame that change colors when I move my cursor. It's a funny glitch.
