A friend of mine had a similar problem about a year ago. I'll give you the same advice I had given them:

-If they are still bothering you, do not try to sound nice, or spare his feelings, as he would eventually get over it and try again. Say exactly as you feel, and be as blunt as possible, but try to avoid inappropriate swearing, only curse if absolutely necessary.
-If that doesn't work, maybe try talking to some sort of authority figure, like a teacher, if you are comfortable with it.
-And if he stalks you (happened to my friend when they had this problem), call the police, or something, this guy has problems.

The first one I've found to be important...If you're apologetic or offer up excuses, he'll try to find a loophole or a reason to continue talking. My plan is to keep saying, "I'm busy. Do you mind?" until he gives up. If he protests, I'll tell the teacher.

I do have a boyfriend I could mention, but he's long-distance, and one guy got angry about him previously because he didn't think long-distance relationships were legit. So it's not failproof. I could tell him I'm gay, which might work since I'm only at this school a semester and no one here knows me.

But those are excuses. The plain truth is, even if I were straight and single, I wouldn't go out with him if someone put a gun to my head. And I don't want to make him feel better by implying that's not the case.
