Sure you can be racist, however, Article 20 prohibits certain forms of hate speech, which can include racist remarks. Racial slurs count in that regard.

Actually, unless its retired and burned by the army, burning a flag is illegal.

But yeah, the way freedom of speech works is you're allowed to say/think/feel whatever you want, but you have to be ready to take the consequences of that statement/thought.
