Another Faceset Maker?

Hello there everyone. I am not sure exactly where a question like this goes, but I'll put it here...
I was wondering what program people use in order to make facesets like the one attached? I'd like to make these types of faces for a game I'm making. (This isn't Chara's faceset generator)

I believe that would be Facemaker PL, though I've never used it.

Yeah. It's good if you don't have to use paint to resize it. So for me, it suck. The freakin' thing goes pixel crazy when I try to resize it.
