You download resources for it, then click the resource buttons on the left side of the window to use these resources.

In the rules, it describes it as:
A topic (or thread) that the last post has been over two weeks.
If someone hasn't posted in the thread for at least two weeks, then it is considered a topic kick when you post.
They Consider it as "Old News" and many people forget about old topics.
I don't think this rule concerns Forum Gaming, or Stickied Threads.
