they do exist, and no my refractive laser pulse power cell is only in the design stages as of yet, but that doesnt mean it wont work, theres about a 65 percent chance it will, and im working on increasing that, as for the rules, a few of them are only on attempt a day, only after 8.15 GMT, and not after 1 am the next day until 8.15 that evening, to list but a few
