I need help!!! SOS!!!

I am having problems with my RPG maker 2003.
When ever I use a title set (Chip set) I download, I try it, the following problems happen:
1.The screen is transparent pink on the lower layer
2.The screen is ENTIRELY PINK on both upper and Event layer
3.When I test the game, the level is ALL PINK!!!
PLEASE HELP!!!

Did you make a mistake and downloaded a chipset that was ENTIRELY pink?

See, what you're doing is not setting the transparent color right. When you import a resource, a picture of the chipset/resource should show up. A color on the chipset should be flashing. It very well might not even be the right one, so click on the background color in the chipset, and the transparency will be correct.
Your chipsets appear to be completley pink because of the fact of the upper left 2nd layer chip, which is, by default, layered over the entire map. Because you didn't set the transparency correctly, it's... Well, not transparent, and as such, you can't see anything through it but pink. Doing the procedure I listed above should help solve your problem.
