I opened RPG 2k3 and a message pops up when I try to create a new project I do everything and when I confirm it sais "project creation could not be completed.

Are you running Windows Vista? I believe that's what RPG Maker 2k3 does in Vista if you don't run it in admin mode.

Rm2k3 works fine for me. I use Vista. What are you talking about Moose?

At least for me, Vista wouldn't let RPG Maker make new projects unless I ran it in admin mode, but I was trying to make a new project on the C drive as opposed to folders with little to no restrictions like the Desktop or Documents.

In XP there is no option to run in administrative mode, so I don't know what to tell you... Perhaps you can try running it in compatibility mode?
Right click RM2k3 and go to Properties->Compatibility and mess around with the options there.
