Why is it in .exe format.

I would prefer a .zip, it feels more trustworthy.

I also wouldn't mind having some of these resources, although im weery about the battlers, ive seen alot of shitty custom ones.

WinRAR always crashes on me, and some of the battlers are crappy, though I have quite a few good ones. Plus the battlers only take <1 MB for all combined, so not much space is wasted.

executable files can be very unsafe to run when downloaded from random people on the internet.
